In his budget proposal governor Pataki has proposed a new state licensing scheme for handguns. He is expecting to raise up to $35 million dollars from the wallets of handgun owners. Here’s what is in the legislation:

  1. 5 year renewable pistol license. $100 renewal fee on top of any local fees.
  2. $25 state fee on all amendments to your license, again on top of any local fees.
  3. Increases state renewal fees for dealer and gunsmith licenses to $100 each.
  4. No restrictions on what local agencies can charge for renewal or amendments.
  5. Renewal background check would be through NICS but would give the licensing agent (judge) the opportunity every 5 years to restrict your license.
  6. At license renewal, you are required to provide make, model, caliber and serial number of all “firearms” you own. The problem here is that in 2000 the definition of a firearm was changed to include any firearm that could fall under the definition of an assault weapon.
  7. Current license holders would have to have their permits “certified” before February 2005 and then they would become 5 year renewable.

Those are the details in a nutshell. It is extremely important for you to fax, call, write and email your legislators weekly with your opposition to this legislation. Spread the word! The only way we will stop this is with a concerted effort of all gun owners in the state regardless of whether they own handguns or not because if this passes how long will it be before they try the same with long guns?
